The Communications and Information Technology Commission (CITC) has opened two branches, namely:

CITC Branch in Makkah Region

CITC Branch functions and terms of reference:

Receiving license applications submitted by individuals, institutions, companies and governmental bodies for ICT services, and issuance of necessary licenses in the branches through the Head office.
Providing advice on the type of authorized equipment and devices to enter into ICT services market.
Receiving applications for import and clearance of ICT equipment received through the customs inlets in the area of the branch and sending them to the Head quarters of Commission, after fulfilling the CITC requirements and advise the relevant parties of the result.
Technical inspection of ICT equipment incoming through the customs inlets to make sure they conform to the specifications approved by the CITC after filling out the approved on the CITC website.
Issuance and cancellation of international and regional paging signaling for maritime units through the branches.
Issuance of maritime mobile service identity (MMSI) numbers through the branches.
Issuance and renewal of maritime wireless equipment licenses and collection of their due fees through the SADAD payment system in the CITC branches and sending them via mail to their respective owners.
Technical inspection of wireless maritime wireless equipment installed on marine unit ships that enter the territorial waters for the purpose of their registration under the Saudi flag.
Receiving applications for the issuance, renewal, cancellation and amendment of the license of the different frequencies wireless equipment and sending them to the head office in Riyadh for completion of the necessary actions.
Receiving complaints about ICT sector, which fall within the scope of the relevant CITC branch.
Receiving individual applications received by the branch for satellite search and rescue operations.
Receiving applications for amateur radio licenses, referring them to the CITC Head office.
Legal representation of CITC before the judicial authorities within the scope of the relevant branch in accordance the directives of or to support the head office.
Collection of fines impost by the CITC Violations Committee within the scope of the relevant branch.
Registration of the details of the licensed service providers in the SADAD payment system database (when licenses are issued by the branch).

For better service, please follow the following steps:

Select the service required.
Read the terms and regulations of the service required carefully.
Fill in the forms of the required service, sign and stamp the forms that so require with seal of the relevant institution, company or government agency. Attach all required documents to the service application form.
Participants in SADAD payment system shall pay the service fees through SADAD after the issuance of their payment bills.
An official letter explaining the service required and its justification, if the service so requires, must be submitted together with all documents and forms required for the service.
The letter together with all attachments (the applicant’s address of correspondence must be mentioned) shall be send to the address of CITC or any of its branches.
