Announcement of Eligible Applicants for

the third Public Mobile Services License

Saturday – 27/02/1428H (17/03/2007G)

The Board of Directors of    the Communication and Information Technology Commission (CITC), chaired by His Excellency the Minister of Communications and Information Technology and Chairman of the CITC Board Eng. Mohamed Jamil Mulla, approved on Saturday 27/02/1428H (17/03/2007G) the list of eligible applicants for the third Public Mobile Services License in the Kingdom of Saudi Arabia (KSA). His Excellency the Governor of CITC Dr. Mohammed Al Suwaiyel indicated that the CITC has concluded the evaluation of all Applications submitted on 06/02/1428 H (24/02/2007G) in response to the Mobile Request for Application (Mobile RFA) document dated 21/09/1427H (14/10/06G). The evaluation has resulted in qualifying seven (7) of the nine (9) Applications. The eligible applicants are listed below (in the order of the time of application submission):

·         MTC and Partners Consortium

·         Samawat Consortium

·         Oger Telecom Consortium

·         Kingdom Turkcell Consortium

·         Tawasul Consortium (Digicel)

·         MTN  Saudi Arabia Consortium

·         Consortium Abdullah Abdulaziz Al-Rajhi Reliance Communications

            The Governor of CITC indicated that in accordance with the process detailed in the Mobile RFA, the selection phase will consist of opening the single sealed Financial proposal of each of the eligible applicants at a public opening ceremony to be held at 8.30 PM on Saturday 24/3/2007 at the CITC headquarters building in Riyadh. The public opening ceremony will be attended by representatives of the eligible applicants. These financial proposals will then be evaluated and the final results will be submitted to the Board of Directors and subsequently to the Council of Ministers for awarding the license to the successful bidder..

 

            The Governor of the CITC, Dr. Mohammed Al-Suwaiyel thanked all the Applicants and appreciated their efforts and contribution to CITC.  He wished success to all for this important phase of the liberalization of the ICT sector in the KSA.
