Telecom service numbers (numbering resources) are used to determine the destination termination points in the public telecom networks and route communications to such points. Numbers are important and limited resources and under the Telecom Act and its Bylaws, the Commission undertakes the responsibility for the regulation of these resources by developing and managing the National Numbering Plan and by determining the fees for their allocation and usage. The Bylaws also allow the Commission to establish regulations for number portability, ensuring the right of the subscriber to transfer his number from one service provider to another under specific conditions.
