The Governor of the Communications and Information Technology Commission, and pursuant to what was stated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission, and after reviewing the CITC Decision No. (1/1423) and the CITC Decision No. (271/1431) and the Market Definition, Designation and Dominance Report (1431/2010) and in accordance with the work benefit requirements,
Hereby decides as follows
Article One
Designation of STC as a dominant service provider in the wholesale leased lines and managed network transmission services market.
Article Two
- The STC shall comply with the following regulatory requirements:
- Provide leased lines and managed network transmission services to licensed service providers on a wholesale basis, at the same speeds and locations as those at which the services are provided on a retail basis.
- Submit to CITC applications for approval of tariffs for services in this market.
- Submit to CITC studies related to the costs of services in this market.
Apply accounting separation between telecommunications services.
Article Three
This decision shall be communicated to STC) and to all parties concerned to act accordingly within three (3) month from the date of its issuance.
