ON THE REQUEST FOR APPLICATIONS FOR LICENSING OF PUBLIC MOBILE SERVICES IN THE KINGDOM OF SAUDI ARABIA”. "
 
Introduction
The Communications and Information Technology Commission ("CITC") announced earlier this year its intention to issue new licenses for Mobile Services. In that context, and in accordance with statutes and other applicable laws, the CITC is developing the Request for Applications (RFA) process, the draft license and the licensing criteria.
 This Public Notice ("PN") is issued by the CITC in order to invite interested parties to participate in the Public Consultation process, and comment on the proposed RFA process, draft license and licensing criteria to be adopted by the CITC in the future licensing of Mobile Telecommunications services.
 Public Consultation Process
A Public Consultation Document entitled “REQ​UEST FOR APPLICATIONS FOR LICENSING OF PUBLIC MOBILE SERVICES IN THE KINGDOM OF SAUDI ARABIA” is being released at the same time as this PN to provide background information on the proposed RFA process, draft license and licensing criteria, and to invite comments on issues related to the same. A timetable for the submission of comments and other steps in the consultation process is set out in the Public Consultation Document.
Public Consultation Document
 
The Public Consultation Document provides descriptions of the rights and obligations of new mobile licensees, the licensing schedule and processes, instructions to applicants and general provisions of the licensing process. The draft licenses and the evaluation criteria for each potential facilities-based service provider are included as Appendixes to the public consultation document.
 Schedule and Procedures
 The Public Consultation Documents can be obtained from the CITC website (www.citc.gov.sa). The CITC will provide further details regarding the licensing process after the conclusion of the Public Consultation.
